Most goods are not considered sufficiently dangerous to require special precautions during carriage. Some goods , however, have properties which mean they are potentially dangerous if carried. 2.There are regulations to deal with the carriage of dangerous goods, the purpose of which is to protect everyone either directly involved (such as consignors or carriers), or who might become involved (such as members of the emergency services and public). Transportation of dangerous goods by road or rail is regulated internationally by agreements and European Directives. 3.Following the introduction of the Health and Safety at Work Act 1974, proposals were put forward for a single set of regulations ; dealing with the classification , packaging and labelling of dangerous substances and regulating the conveyance of dangerous substances by road in tankers, tank containers and packages. 4.There have been serious incidents overseas which illustrate the potential risk, and past experience does not necessarily provide an adequate basis for assessing the risk of rare but potentially very serious events. There are frequent accidents involving vehicles carrying dangerous goods and loss of containment often occurs to some extent. From time to time enforcement officers stop vehicles that are blatantly breaching the requirements in many respects.
